Docked blocks zindex puts them on top of fullscreen dialogs

      1. Rezise your window to 700px(w) x 900px(h)
      2. Log in as an admin.
      3. Change your theme to standard.
      4. Browse to a course and turn on editing.
      5. Dock a block.
      6. Activate the module chooser.
      7. Check that the dock doesn't appear above the fullscreen chooser.
      8. Close the choser.
      9. Click to open a docked block.
      10. Using just your keyboard (tab heaps) activity the module chooser.
      11. Check that the dock doesn't appear above the fullscreen chooser.

      Either need to search for docked block regions when calculating the zindex for popups, or enforce a minimum zindex for popups that is greater than the zindex for the docked blocks.

      I'm thinking option 2 - there seem to be hidden zindexes all over the place.
