allow continuous plugin installation requests before triggering plugin upgrade procedure

      (1) install a plugin with a dependency first from the plugins directory.
      on Moodle 2013051400
      this plugin (a) : qbehaviour_interactive (2013050100)
      depends on this (b) : qtype_poasquestion (2013062900)
      (2) now install via the plugins directory qtype_poasquestion. you should be able to do this entirely via the web gui without resorting to file manager/shell manipulations.

      The bug is that once a plugin is installed, if it has any dependency we cannot request further add-on download+installs as the upgrade flow is stuck on showing the dependency requirement. Theres a simple fix for this so that people don't have to resort to manual uploading.
