Testing Instructions:
1. Log in as an admin.
2. Enrol yourself in any course.
3. Browse to /course/index.php
4. Check that you have a navbar and that the last element is "Courses"

Create a new admin user
Go to /course/index.php
Note that breadcrumbs appear at the top of the page
Enrol that admin user in a course as a teacher
Go to /course/index.php
Note that the breadcrumbs have disappeared

Note that in integration as I type this, this also causes warnings.
