We'd like to propose adding the ability to allow non-administrators the ability to set 'some' administrative level settings at the category level. This would support the use case when an institution has sub administrative units responsible for a faculty or department.
We've created a local plugin with required core patches to facilitate this in our institution but we'd like to see this feature be available in Moodle by default. https://moodle.org/plugins/view.php?id=677
We'd like to open a discussion surrounding how to accomplish] this.
Our patches to the core in our plugin are not ideal as they take into account the ability to remove the plugin at any time without affecting the system. Also they provide additional 'unneeded' tables instead of modifying the current config and config_plugins tables which would make more sense if this were a fully integrated solution.
