The link to edit a course summary should be hidden in the course summary block under those circumstances:

• Give the non-editing teacher role to a user on the front page
• Give the non-editing teacher role the capability moodle/course:activityvisibility
• Go to the front page with the non-editing user
• Switch editing on

Expected:

• You cannot see the cog to edit the course summary in the course summary block

Actual:

• You can see the cog, click on it and see a bad exception
