In the setting the main Question Bank heading has a link, the same as the link for the first item below it in the hierarchy ("Questions").

This change removes that link, meaning the "Question Bank" text expands the sub-tree rather than taking you to a different page.

This makes it the same as the Users, Badges, Reports sections you'll find at the same level when inside a course, and it's parent "Course Settings".

Note that I'm not 100% sure this is considered a bug, but if it is, see the attached fix.
