This is probably a regression from ~~MDL-37122~~.

Fix is to change the default to a reasonable value (suggest 1MB).

1MB is suggested because it needs to be below the servers post_max_size and upload_max_size limits.

will be (partly) resolved by

MDL-39077 get_max_upload_sizes does not include option for 0 when $CFG->maxbytes is not set.
