Permit lesson to import images in question answers and responses when importing questions

      Import the attached XML file containing a multichoice question with a country flag in each answer. This is in fact the same file as question/format/xml/tests/fixtures/multichoice.xml

      This is a follow-up of MDL-38505 where I have done a proposal to do the same thing for question text and from MDL-32870 where I am proposing to add images support in question answers and responses.
      So the present bug can only looked at after these 2 other issues.
      Once all this is done it will be possible to import multichoice questions in Moodle XML, Blackboard and WebCT formats retaining all images.
