Currently when Moodle imports an IMS-CC package containing LTI placements, it ignores any custom parameters included in the LTI xml. This is not ideal, since tool providers often use the custom parameters to specify the specific content to embed.

Expected behavior: Anything in the LTI xml of the form below should get stored in the custom parameters field in Moodle.
