Relates to MDL-38113 but appears to be a separate issue to what is described there. When a student submits an assignment in Moodle 2.4 with Blind marking enabled and 'notify teacher' set to Yes, the e-mail that is recieved by the member of staff identifies the student by name in the 'from' email field with the message 'Participant xxx has submitted...' - see screenshot.
Obviously this allows staff to instantly identify which students are linked to which anonymous participant.
