If, once a section of the form has been opened, the bottom of that section would be outside the browser viewport, we should automatically scroll the page down so that the whole section is just visible.

However, if the section is too tall to fit in the viewport, then we should not scroll the top of the section out of view. We should scroll down so the top of the expanded section is at the top of the viewport.
