More flexible and explicit handling of numerical subquestions in edit_multianswer_form.php

      The user needs to fill the typical numerical

      {1:NUMERICAL:~%100%1000.1:0}

      using strict numerical format without any units and without any space between the number and the tolerance.

      {1:NUMERICAL:~%100%1000.1 :0}

      will give the diagnosis

      Answer: The answer must be a number, for example -1.234 or 3e8, or '*'.

      The code should allow space and give more explicit info about either numerical format error or that units are not allowed in numerical answer inside multianswer.
