It would be possible to add a coma "," between lastname and firstname in user list?

I know that it is possible to modify the language file to add it, but I suppose that it is a so common change that it should be in configuration (Site Administration > Security > Site policies > Full name format), for example, adding a check box with an option "Add a coma between lastname and firstname"

What do you think?
