Get rid of the lib/excel/test.php file

      That file (lib/excel/test.php) has been there since 2003 and there is no much reasoning for keeping such blindly generator there at all.

      So this is about to, simply, remove it from the repositories, with a notice in the readme_moodle.txt file.
