When the URL Resource option is set to New Window, the URL should open in a new browser window. Instead, a new tab is created with a Moodle wrapper and a tiny bit of text that says: Click http://www.ccuniversity.edu link to open resource. The link should open directly in a new window, not require an extra page and click.
