In ~~MDL-36950~~, David has discovered that we don't respect proxy bypass in the curl class.

Not tested but the instructions would be

Add some proxy bypass configuration
Try to retrieve it using curl class to retrieve it
Check if it uses proxy or not

Testing discovered

MDL-36950 Automatic update deployment does not support sites behind a proxy

MDL-33955 Make download_file_content()/class curl to observe "moved" headers with open_basedir or safe_mode in effect
