Hi,

When submitting an assignment using the new assign module a student is able to submit the assignment for marking without actually uploading a file. Is this a bug or the intended functionality of the assign module?

Steps to replicate:
1. As admin create a new assignment (using the new assignment module) using all the defaults
2. As a student navigate to the assignment and submit the assignment without uploading a file.
3. The student should be able to submit the assignment with no files attached.
