User with question:config capability should be able to access "Manage question types" page.

Currently user should have both site:config and question:config to access "Site administration ► Plugins ► Question types ► Manage question types

As per dev chat with Tim H, this should not be the case. User with only question:config should be able to access this page. Also navigation should show link to access this page (currently plugins node is not visible for user without site:config capability)
