impossible to de-select "Notify roles" options

      to replicate:

      1. Create a new Survey2 instance
      2. Set "Notify role" to Teacher and Student and save
      3. Edit the Survey
      4. It is now impossible to remove all roles to be notified. You can only change them, but not remove them all.
      5. A "None" choice is needed here.
