In Moodle 1.9 teacher could decide if students gets notification for grading via mail. Since Moodle 2 in the old and new assignment module teacher can disable that they get notification. Students can decide this individually in messenger settings.
It should be possible that teacher can disable mail notification to students by assignment settings in activity.

From teacher side its not required and often not wished that notifications are sent to students.
