Allow to have sections without headers

      This issue can be replicated as follows:

      1. Create a new course
      2. Turn editing on
      3. Click update on a section heading
      4. Untick "Use default section name"
      5. Leave section name blank
      6. Observe that the default section name is displayed

      This is also replicable on extant courses.
