Implement Unit tests for mod_assign

      1. Setup the unit tests
      2. Run the unit tests: 

        ./vendor/bin/phpunit mod_assign_upgradelib_testcase mod/assign/tests/upgradelib_test.php
        		 
        ./vendor/bin/phpunit mod_assign_locallib_testcase mod/assign/tests/locallib_test.php

      3. Verify there are no failures from the unit tests.

      TimB had noted in MDL-31276 that unit tests were missing there. I've also had a look around mod_assign generally and we do need some 'tests' directory within mod_assign.

      i've created this issue separately (linked to MDL-26997) in case unit tests need to be broken down into sub-tasks here.
