We created question bank with 1200 questions most of the question include picture
the question were created inside course.

when we tried to B&R or import this course the process failed because of server time limits
The infrastructure of the server is server 2008 IIS 7.5 and MySQL.

we move the site to dev site the running on Apache the import succeed after more than 15 Minutes
this behaviour is problematic because in order to be able to use this question we need to change time limits in the production server.
Now we try to configure the IIS so we can do the import there as well (tips on how to set IIS and php time limits are welcome).

We also move the question to site level but it didn't solve the problem.

Any idea why this process is so time consuming?
Is there away to add script the do the import backstage maybe add cron task to do so
