Testing Instructions:
1. Create mod assign.
2. Enter gradebook, enter a grade override for a student in that assign.
3. Become that student and try and submit to the assignment - you should be able to.

If you have an assign item, and you override a grade in the gradebook, the student becomes unable to make any submissions.

This is non-intuitive, and not consistent with the behavior in 2.2

Discovered while testing

MDL-42676 The "This assignment is not accepting submissions" message is displayed in the assignment when override the grade

is a regression caused by

MDL-33645 A teacher can alter grades of a submission, even if the grade is overridden in the grade book
