I want to be able to say if a 'user field' is [characteristic X] OR [characteristic Y] then they can access this activity/resource/whatever, rather than having only the option of [characteristic X] AND [characteristic Y].

As an example, I have a state user field. I want to be able to say if you are in QLD or the NT then I want you to access to activity A, but if you are in NSW or VIC then I want you to do activity b (and I don't want you to have the clutter of the other state's work in your course).
