File Repository Course Restores now Limited by PHP Upload Limit

      I originally set up File System Repository as a means to get around having to set a huge maximum upload/php upload limit for large courses. Now, as it seems, in 2.3 the Teacher/Manager are no longer able to restore courses from the File Repository due to the fact that they are larger than the maximum upload set in PHP/Moodle. There is no configurable item to avoid this issue (and I won't raise the upload limit), and yet the Site Administrator is able to still restore courses from the File System Repository perfectly fine. I don't care to hand out Site Admin permissions to restore courses, so I was wondering why from 2.2.x to 2.3.x this functionality has changed? Is there a way to change the settings of this issue or is it a bug due to the new filepicker functionality?
