Up to 2.2, all assignments had a grade / comment in them for grading purposes (be it quick grading or not).

when upgraded the Offline Assignment and Online Text lose this comment feedback option even if there is data in them.

I think The upgrade process should enable comment feedback for all 4 types and if required convert the existing comment data into the new comment feedback.

As is, the upgrade script for these two assignment types loses functionality and loses data.

Advanced upload and single file upload when upgraded have the comment feedback enabled,
