Remove support for old navigation local plugin callback after the release of 2.4

      1. Review the code very carefully there is no good way to test this.
      2. Run unit tests to make sure nothing is broken
      3. Run behat tests to make sure nothing is broken

      We should remove support for the old local plugin callback within the navigation after the release of 2.4.

      I'll attach a patch to do just this when ready. It will have been created after the release of 2.3 so will be a little old.
