If I assign a user as "manager" for a category there is no entry "Site administration -> Courses -> Add/edit courses" in the "Settings" block.

Furthermore, opening "/course/index.php?categoryedit=on" manually does not show the version of the page with edditing abbilities.

If the same user gets the "manager" role on system level, "/course/index.php?id=2&categoryedit=on" works as expected, but the "Settings" block still shows no "Site administration" entry.

The same is valid for manually created roles, which have the "moodle/category:manage" capability.
