Testing Instructions:
1. start a fresh installation of moodle 2.3
2. check the size of the host field for the MySQLi database form
3. verify it is the same size as fields below it

I found this while creating a fresh install of 2.3 - the text field for the host value is bigger than the others, and is wrapped to the new line
