On Wiki page user can upload a larger file then what is set in course max-size.

Steps to reproduce:

1. Login as admin
2. create course and set max file size to 10kb.
3. Create a collaborative wiki activity
4. Insert a image file (more then 10kb) and it gets uploaded
5. Go to files tab and click "Edit wiki files"
6. It will show you upload file, but if you try to upload same size file from file manager it will give you error.
7. Login as student
8. Edit page and upload same file and you will be able to upload large file.
