In Moodle 1.9, users were forced into providing alternate text for images or they couldn't add their pictures in. This was ADA friendly, as text would appear for screen readers, mouse overs, etc.
We are now using Moodle 2.2 and this functionality has been changed. It's now called "image description", and can be bypassed by users who simply click "ok" (assuming they left the field blank). If text is entered into this field, it does not appear as a mouse over (that instead has been moved to the Advanced Tab and the "Title" field). Why has this been changed?
We are hoping that Moodle 2.x is improved so that it will be required for users to provide an "image description" for inserting images and/or combining this field with the mouse over "title" field.
