New Assignment module does not show the initials bar when the number of users is less than the page size

      1. create an instance of the new assignment module in a course with less than 10 enrolled students
      2. go to the assignment grading page: (View/grade all submission)
      3. Verify there are a list of Firstname/Surname initials above the table that can be used to filter the list of users

      This is a change from the behaviour of the old assignment.
