When in teacher role, Notes and Reports navigation links should be disable

      In order to test:

      1. Connect with a teacher's account
      2. Log into a course
      3. Go to Site pages in navigation
      4. Try to access Notes and any kind of Reports

      Result: a error message saying that "you do not have the permissions to access this" appears.

      If the teacher can't have access to these options by default, then is it useless to even show them. Is it possible to hide these links (Notes and Reports) ? I tested with 2.2.3 and 2.3 = same error message shows.
