Improve filelib references unit test coverage

      At the moment there are a number of tests in lib/filestorage/tests/file_storage_test.php which test referen based features but are not actually properly testing this functionality. I had hoped to fix this myself but didn't get round to it.

      This is the follow on bug for that.
