Would it be possible to add a user login event to the events api.

The event could be triggered in complete_user_login() function in moodlelib.php:

events_trigger('user_login', $USER);

has a non-specific relationship to

MDL-39797 META: Events 2

MDL-40934 Move user_loggedin event to core events

is blocked by
