Setup

create a course and activate completion tracking
add a course activity, say "AC1", and enable activity completion (any completion criteria is ok)
on course completion, check the activity just created as completion criteria
make sure the course completion report shows the activity "AC1"

Test

from course home page, delete the activity AC1
now access course completion report
the course completion report still shows the ghost AC1 activity
