Now that 1.9 is dropping out of support we should re-certify a 2.x branch otherwise we can't really claim SCORM certification can we? - we haven't done this since Moodle 1.9.3

If Moodle is planning a LTS release of the 2.x tree (if not, please think about this!) - we should target that version, especially as last time it took quite a while for the certification to be approved.
