This issue was pointed out by Ray Lawrence in [MDL-25996]

1. Go to Settings -> Site administration -> Language -> Language customization
2. Select a language
3. You are then presented with another page with a single button which is for loading the language strings into the translator. For some reason the user needs to submit a form with no obvious reason for why that step couldn't have been automatically run in the background.

Can we skip this seemingly meaningless button or give the user information on why they need to click it.
