MDL-30610 changes breaks restore of 1.9 backups (and II)

      • Pick the backup 1.9 reference course from MDL-27495 (backup-refcourse-20110701-2127.zip)
      • Restore it into master
      • TEST: The process must end without any fatal error related to workshopform_rubric_upgrade_weight()
      • Go to the Rubric workshop and "Edit assessment form"
      • TEST: The restored rubric workshop shows levels from 0 to 16 filled for some criteria.

      After the major cleanup of upgrade code performed by MDL-30610 and its previous regression fix by MDL-31124, it has been detected that there are still missing stuff to be added-back.

      To reproduce:

      1) Pick the reference 1.9 backup file @ MDL-27495 (backup-refcourse-20110701-2127.zip)
      2) Restore it
      3) Boom: workshopform_rubric_upgrade_weight() missing
