Teachers can currently bulk upload groups: moodle/group/import.php?id=<n>

Site Admins are able to bulk upload students to groups: moodle/admin/tool/uploaduser/index.php

It is not possible to grant Teachers permission to do this without giving them site admin rights.

Our Moodle Administrator gets a lot of requests to do this, and we would like our staff with Teacher role to be able to bulk upload students to groups in their own courses. This request is for an improvement to moodle/group/import.php?id=<n> to allow the upload to include group members.
