Creating a Web Service token through GUI does not work with many users

      I updated a Moodle installation to Moodle 2.2+ and tried to create a static token
      for a special webservice user via

      admin/webservice/tokens.php?action=create

      and I cannot choose my user because with 21000 Users in the DB the dropdown is simply to
      big and the search functionality is not working (browser unresponsive). Tried this with many browsers.
      You need a simliar interface as in

      /admin/webservice/service_users.php

      which can deal with a large number of users.
      Our production system has approx. 110000 users. How is a dropdown supposed to handle this?
