Cannot create system wide categories from front page

      1. Go to any course as admin and in the Settings, click "question bank" > Categories. You have the option to add categories and choose a parent category.
      2. Go to the front page and in the Settings click "Questions". Check that the same option is there.
      3. Test with some other roles, to verify there are no errors shown on the front page, for users without permission to edit questions there.

      As in this forum post http://moodle.org/mod/forum/discuss.php?d=192150 there is not the possibility to create a category from the front page "Questions" link as there is when you click from a regular course.See also screen-shot below.
