can't specify the first parameter for a URL

      I add a URL as a Resource I statically specify my first parameter to pass (e.g., http://mysite.com/test?num=100 ) I need to also pass a user's email address, so I add that in the Parameters box. Expected result is a generated URL that looks like http://mysite.com/test?num=100&email=me@example.com The URL Moodle is generated is instead http://mysite.com/test?num=100?email=me@example.com

      On 1.9.x, I could statically specify the first parameter for a URL when adding it as a resource. Example: http://mysite.com/test?num=100
      On my 2.1.2+, this fails when I need to add more options in the Parameters.
