If the manager role is given to someone locally for certain category, the person can either create or edit a subcategory but neither hide nor delete it. There is no available interface for that. To delete or to hide the subcategory can only a global manager. As a local manager you can hide or delete only courses. I would expect that the local manager should be able not only to create the subcategories but also delete them.
