Recent changes in install scripts (~~MDL-29351~~) introduced two regressions:

$CFG->cachedir were set incorrectly
In CLI installer, the cachedir and tempdir were populated from a default $CFG->dataroot instead of the one passed as option

caused a regression

MDL-31166 invalid PARAM_PATH cleanup in CLI install

is a regression caused by

MDL-29351 cachedir installer regression
