When courses are created by IMS Enterprise, the default enrolment methods (like manual enrolment) are not enabled in the course.

Replication steps:

1. Set Manual Enrolments to be added to all new courses.
2. Site Administration --> Plugins --> Enrolments --> Manual Enrolments (Check Add instance to new courses and save)
3. Configure IMS Enterprise, use attached file - IMS_Course.xml to create a course.
4. Check enrolment methods, note, manual enrolments not there.

Apply patch, repeat above process. Note manual enrolments now available
