The HTML block displays the to dock icon when the title for the block is empty. If a user clicks on the to dock icon the HTML block disappears from the page but does not appear in the dock bar. When the page is refreshed the block reappears.
The expected behavior is that a user cannot dock an HTML block that has a blank title because the dock bar requires a title to display the block in the dock bar.
