Pages breaking in Moodle 1.9 -> 2.1 conversion (WYSIWYG not showing)

      Manually backup a Moodle 1.9 course.
      Download the backup file.
      Upload and restore it to a Moodle 2.1 server.
      Click "Update" on a page within a course.

      I am migrating courses from Moodle 1.9.11+ (Build: 20110316) into Moodle 2.1.1+ (Build: 20110831).

      All of the pages in the converted courses are broken - the WYSIWYG editor does not load for the page content, meaning that you can only edit the raw HTML code for the page.

      Also, embedded YouTube videos which were working in 1.9 no longer work in 2.1.

      I've attached screenshots that demonstrate what is happening. The bugs occur with both Firefox and IE9, I am running Windows 7.
