Collation/locale/textlib problem upgrading Moodle 2.2 to 20110907

      1) Log as admin in the site.
      2) Enable display errors & debug >= DEBUG_NORMAL
      3) Import some lang packages: pt, pt_br, eu
      4) TEST: In the front page, with "en" lang selected, no debugging about locale/collations is shown.
      5) TEST: In the front page, with "pt" or "pt_br" lang selected, no debugging about locale/collations is shown. Note that debugging may be shown in case the system has not the pt/pt_br locales installed.
      6) TEST: In the front page, with "eu" selected, debugging with message: "Invalid locale: "eu_ES.UTF-8", with warning (not fatal) "U_USING_FALLBACK_WARNING", falling back to "xx_XX" is shown. Note that xx_XX will be different based on your OS/PHP default locales. Note also that the message may not be shown if you have any "eu" locale installed.
      7) TEST: Try to break some locale or the extension (LOL), you will get some debugging specifying the internal error happening. Note this has been already tested by Ralf above, so now he is getting the real intl error after using the patched textlib.

      I get the message "Coding error detected, it must be fixed by a programmer: PHP catchable fatal error" when I update from Moodle 2.2 (20110831) to (20110907). The debug messages are showing something of "Duplicate admin category name" ... please look into the attached file debug.txt.

      I installed Moodle 2.2 (20110907) in a fresh installation without any problem but the update does not work.
